Purpose: To identify factors influencing the future of text information retrieval systems with a forward-looking approach. Methodology: Document analysis and survey are used to identify factors. The research population in the document analysis section consists of literature related to the textual information retrieval field and in the survey section consists of the specialists in information retrieval. Purposive sampling is applied in both sections. Findings: The results reveal that among the examined indicators, technology index is the most important index in the future of information retrieval systems. in technology index, artificial intelligence with an importance factor of 93 in the political index, copyright with 86 importance factor; in the sociocultural index, business reliance on the information with 87 importance factor; and in the economic index, programs associated with 86 importance factor are among the highest. Conclusion: Information science professionals should concentrate more on all key identified factors if they want to have a more effective contributive role in the future of textual information retrieval systems, because knowing the past, understanding the present, and focusing on these existing factors can make the future more effectively.

Planning and proper management practices in all plans and industrial projects are carried out in one of two forms; centralized or decentralized. Centralized projects, at all stages of planning, through execution and performance, rely on man power and the internal equipment of the company, whereas in decentralized projects, dependence on internal capabilities is reduced and efficiency is increased by the capabilities, equipment and contractors outside the company.In new systems of industrial management and projects, the trend towards decentralized projects has increased. Because of an increase in the extent and complexity of projects, and the inadequacy of inter organizational powers. The most important factor in the success of decentralized project management is the availability of a powerful information system for collecting and treating contractors' data and supporting the decision with a high level of confidence and desired accuracy. In this thesis, a supportive system of decision is presented that, including presentation of indexes of performance measurement and project progress and the designing of a decision tree required by the company, tries to assist the coordinanation, supervision and management of decentralized projects. To easily reach this goal, computer software, with a combination of capabilities, including a supporting informative system for decision making and knowledge of the management of decentralized projects, is designed and presented. One of the important duties of this software is supporting repeated and unrepeated decisions during the performance of a decentralized project by suggesting the optimal possible options with a separation of different levels of management, a way of treating time divisions, costs, the contractors,... etc.As a case study, MATN Oil Co. was selected, for providing the capabilities of this system, which is managed and planned as completely decentralized.

An information retrieval system tries to retrieve documents related to a question/query. The retrieval is done from a large collection of documents, and the size of this collection can be from a few thousand documents to millions of documents. In recent years, a lot of research has been done to develop information retrieval systems using language models. However, in this research field, no research has been done for the Persian language. One of its main reasons is the lack of a suitable Persian dataset for training language models. In this research, first, a Persian dataset for information retrieval is presented. After that, methods for enriching this data set are investigated. This enrichment is done by defining multi-level relationships between a document and a question. In this regard, the new dataset can show the relationship between question and document in four levels (unrelated - related - highly related - completely related) instead of two levels (completely unrelated - completely related). The name of the generated dataset is PersianMLIR. Experiments show that by using multi-level relationships, the performance of the system improves for both Persian and English languages, where the improvement is 1.87% for the Persian language.

In this paper, the author presents the significance of denomination as well as the point that, name must contain the main functions of the scientific field and be of consensus. Name of a major indicates the unity of its subject, such that if the major's components are alongside each other as integration rather than annexation, they exhibit a single identity. In its new definition, librarianship is composed of two elements, namely resources and client; if these elements exist in an integrated combination joined by the human information needs, it can then be suitably an indicator of this field with its expected functions. In other words, believing in the difference between meaning and referent from a linguist's perspective, the function of librarianship and information sciences will be satisfied if the librarians and information disseminators consider the real needs of clients as real referents. In this case, euphony of name and its being under consensus is another factor of importance. The author reasons that, the name "sciences/management of information retrieval and dissemination" can properly express different functions of the major from different aspects and can indicate its operational characteristics; the second aspect, however, depends upon people's being used to it as well as its publicity. If people agree on it, this name can gradually be under consensus similar to many terms which are initially hefty for mind and people increasingly get used to them.

Background and Aim: The socio-cognitive theory introduced in information science by Horland and Alberchtsen. The socio-cognitive view turns the traditional cognitive program upside down. The socio-cognitive theory emphasizes on different cultural and social structures of users. Hence, the aim of the article is to explain the role of socio-cognitive theory in information retrieval (IR). Methods: The role of the socio-cognitive theory in information retrieval was determined by reviewing of relevant literature and identifying its concepts. The current research methodology is descriptive, analytical and theoretical. The research paradigm is qualitative. Results: The results revealed that the socio-cognitive theory can affect information retrieval (IR), information behavior and relevancy. The socio-cognitive helps classification of a particular topic in information retrieval. It can change a thesaurus to ontology. Also, it can contribute to non-linguistic factors in understanding the meaning in ontologies and it can affect information-seeking behavior as a mediating factors. Conclusion. The result of this study shows that we can not only examine issues related to information retrieval, relevancy and information behavior through the traditional cognitive views. We have to sure that all the cultures and social factors are examined in our studies about IR.
